Exchange Service Pack 1 Install fails

I have a Small Business Server 2003 set up. About 3 weeks ago it stopped
generatng e-mail addresses for new users. I have seen this before and
Exchange SP1 resolves. So I downloaded and attempted to install SP1. When
you get to the portion of the upgrade to select an action, if you select
upgrade you get an error stating: that Exchange has to be installed to
preform the action Upgrade.

I found a post stating check the value
HKLM\Software\Microsoft\Exchange\Setup\NewestBuild?

That key is set and seems to be correct.

I've added the Exchange Setup log that covers the time in question-
