Sudden SMTP sending problems (one site works tho) and other questions

Hi all.
I always end up with the off the wall problems that are hard to solve.
Hopefully someone can help me based on the following info.
My ISP is Bell Canada (Sympatico) with a static IP address. I have had this for
about four years now.
I have one Win 2K Server with all the latest SP's and other windows updates
running Exchange 2K with SP3 and the roll-up after that for updates.
The other day for some reason, my messages started bouncing back undelivered.
Incoming email is still functioning fine. I checked the log and found there ws
a corrupted message in the queue. After doing some reading I deleted that
message. I also checked the integrity of my hard drive and exchange databases,
all passed ok.
I had lots of queues piled up, about 1400 in the retry status, mostly NDR's,
which I have since disabled. I had retry's set four every two hours up to a max
of 6 hours. I don't think this had anything to do with my problem.. In testing
I sent many emails to different accounts I have or others I know who would be
willing to help troubleshoot. All sit in the retry queue and then bounce back
at expiration, with one exception, the one I send to my Sympatico account (note
ISP above) and it is instant, no delay. My Exchange server also handles for
domain_a.com and domain_b.com and domain_c.com. Any emails sent to those arrive
safe and sound as well. I have not changed any settings recently and everything
has been rock stable for over a year now.
I can telnet to port 25 on some of the servers I am trying to connect to, I can
telnet to port 25 on my server. DNS is working fine for everything else. Just
to be safe I switched to a few other DNS servers my ISP offered, same thing.
So I finally said, ok, I will reinstall Exchange overtop of my current install,
still no luck.
I am pretty googly eyed from browing these newsgroups and Google trying to find
out some possible solution.
Any suggestions would be appreciated. Error in my application log about the
corrupt message is the message file \queue\xxxxx.eml in the queue directiory is
corrupt and has not been enumerated.
I don't have any other errors in my logs. And nothing since that message was
deleted.
On an aside, a couple of other questions.
1. Soe time ago we had a corrupt RAID card from Adaptec, what a nightmare
dealing and troubleshooting with them it was. Ever since it was removed, things
have run great. But at that time it corrupted many files on the server and
needed a fresh install once I yanked the card. I managed to save my priv1.edb
and .stm files but I believe they are partly corrupted. Any idea on how I can
get those back? Been without them for a year, but would be nice to have some of
those back online.
2. Would upgrading to exchange 2003 solve my problem above? I doubt it if a
reinstall of 2K didn't fix it.
3. Any recommendations for a relatively inexpensive spam prevention software.
I had tried MapiLab's Mail Storage Guard and it worked well, with a few major
glitches, ie, it caused my other IIS services to halt every 10 hours or so, well
hang, which required a server reboot. They said they had seen that with some
other users but still had no solution or answer as to why, so I had to remove it
a while back.
