I have ran through the migration process from a W2K E2K server to
Windows 2003 with Exchange 2003 on new hardware. I have found the
following articule a great help in migrating the PF's and mailboxes
over.

Listed in the above articule are a couple step-by-step MS links for PF
replication and role switching. The process went well with only a
couple of problems of a minor nature (the isssues involved the Forest
prep updates). We may have caused more pain for ourselves as we also
upgraded 1 of our W2K DC's to Windows 2003.
There are a couple tips I would like to share.
1. If you are planning a slow paced migration and you use ISA 2000
servers to publish your Exchange server, creat a second MX record for
the new server and then create a second publishing record for the new
Exchange server. This will allow users on the new server to access OWA
remotely.
2. Also ensure that you replicate the PF's before you migrate
mailboxes. If you do not, users on the new server will only be able to
access PF's internally via the Outlook client.
