Outlook 2003 & OWA - Client Key Exchange problem

I have OWA working. When I watch IE connecting to OWA with the Ethereal
packet sniffer I see SSLv3 packets. I see sets of packets which decode as
"Client Key Exchange, Change Cipher Spec". Finally after about the third set
a mutual Cipher Spec is found and a connection is completed.

Now, I want to connect to the OWA server using Outlook 2003. I did the setup
following an article on msexchange.org by Thomas W. Shinder - "Configuring
the Outlook 2003 RPC over HTTP client"

With Ethereal I see TLS packets (rather than SSLv3 from IE which works).
Packets keep repeating which are decoded as "Client Key Exchange, Change
Cipher Spec". Apparently an agreement is never reached on the Cipher Spec.

Any ideas?
