That article states that Full Control permission needs to be given in ADSI
Edit to the Exchange Domain Servers group to the servers that own the public
folder hierarchy. And to make sure that Allow Inheritable permissions were
enabled. I found that the inherit was enabled, and made sure that in ADSI
Edit I granted full control to the Exchange Domain Servers group to the
servers:
 CN=Services, CN=Microsoft Exchange, CN=org_name, CN=Administrative Groups,
CN=AG_name, CN=Servers, CN=Server1, Server 2

Which indeed was not set... the Exchange Domain servers group was inheriting
only Read, Create Objects, and Administer Information Store. I gave full
control to this group to all servers in all administrative groups, and then
tried to mount the store and got the same error.

The article you gave me says that full control must be given on all servers
listed in the msExchOwningPFTreeBL attribute... I could not find that
attribute anywhere. It was not in the list of attributes in the filter box
either. I granted Full control rights to the group all the way up the tree
to the CN=Administrative Groups, and all the way down to both CN=First
Storage Group (in each server). And still can't mount the Public Folder.

I also verified that these rights are given in the Exchange System Manager
tool.

I'm at a loss for what to try next...

This sounds like a permissions problem. Please look over the following

One thing to remember is explicitly added permissions on an object override
permissions that were inherited for a user or group.

I would doublecheck and make sure you don't have any explicit permissions
applied for Exchange Domain servers group on any object which would override
any inherited permissions.
