Global Address list not populating

The company for which I work had an exchange 2000 server, and upgraded to
2003. When using outlook 2000 to send an email, everything looks fine.
HOWEVER, when using outlook 2003, NONE of the users who were created AFTER
the switch to 2003, are listed in the Global Address List... They are only in
the ALL USERS list... Like I say though, when viewing through outlook 2000,
everyone is in the Global Address List, as they should be.

I've searched all the new AD user accounts, and everything looks as it
should... Any ideas?
