According to the situation, this issue appeared because Another service or
application is listening to or using one of the default TCP ports (80 for
http connections, 443 for https connections) that the World Wide Web
Publishing Service (W3SVC) needs to bind to.
To resolve the issue, you may disable/uninstall the service or application
that is using these TCP ports.
You may use some tools to find out the details about which process is
occupying it, I have supplied the link for the third-party tool.
Active Ports
http://www.ntutility.com/freeware.html
It can list all the processes listening on your ip & TCP and UDP ports.

|here are how the events happened
|
|I brought the 1st exchange 2k3 server on windows 2000 server
|
|I brought up the 2nd exchange 2003 server (this is the one I will
keep,
|the 1st will be decommissioned soon)running also on windows server
2000
|
|at some point, I realized IIS wont start on the second server, dont
know
|when it happened
|
|the second exchange server also runs symantec mail security for
exchange
|
|when I try to start IIS, I get "Address already in use.", and in the
|system log I get Event Id: 115
|
|something to note,
|
|nothing else has port 80 or port 443
|
