Help with OWA on Exchange 2003

First of all let me just say that I have already setup OWA on other
servers, I know the procedure, how to configure it, and even how to
create my own certificates in order to enable forms authentication.
However, I'm currently having a ton of problems, so maybe someone here
could help me out.

I had to get a brand new box up and running with windows 2003 and
exchange 2003. After having some major problems with the system I was
forced to do a manual removal of exchange (followed Microsoft
instructions for this, a regular uninstall was not functioning), and
then I had to reinstall IIS and exchange. Now I'm at the point where
exchange works fine, but OWA is not even close.

First of all, just to try the basics I tried to log in by going to
http://localhost/exchange. No fancy login screen, no encryption, just
for testing. I did get a popup asking for username and password,
however, no matter what I entered into it the box would pop up again and
after 3 tries it would tell me that I am not authorized.

Since my final goal is to have OWA running with forms authentication and
ssl I figured why not just get that up and running. I created a
certificate for myself and installed it on the IIS. Supposedly at this
point it should respond to request coming in on port 443, however when I
go to that port (https://localhost) I get a "server not found" message.
IIS does not respond. Just as a note I have restarted IIS after setting
up SSL. The exact same thing happened when I tried to get exchange to
respond with forms authentication.

So basically, on port 80 exchange OWA responds, but doesn't recognize
user credentials, and on ssl it looks like IIS is not even listening
there. Server has been restarted, I've checked the port, everything is
ok. Just a few days ago on a different box I was able to install of this
and get it all working without problems, the only thing that's different
with this one is the manual uninstall of exchange which unfortunately
had to be performed.

Any ideas on what I could try? Any help appreciated.
