About MX pointers...

I would like to know a bit more regarding MX pointers...

Specifically, if I simply have a domain name with no domain, can I talk to
the domain name registrar and have them forward my MXpointers. If not, how
about if I use my webhosting provider? Does it have to be my ISP?

My dns is not registered with internic or anything like that. Do I have to
run DNS on the internet? I have a small boatload of other questions, but
this is a good place to start.

I ask because I would like to perserve my existing POP3 accounts in case of
network failure. The loss of email even for a few moments would pose quite
an issue.

As usual, I would like to point out the fact that I appreciate all of your
help.
