Open Relay problem Exchange 2003

Just installed exchange 2003 on a static ip. We are getting listed now as an open relay which affects our outgoing mail.

What is the correct configuration to stop this, i have chaged our MX to mail.jse.net.au is 61.9.213.209 and we are sending and recieving mail correctly. I dont know enough about dns to understand the issues here.

Our actual web site and domain is hosted remotely, not on our server. 12.129.225.119

Am i missing something? Please help!
