Here is an article that discusses moving a Windows 2000 server to new
hardware. However it states that the procedure used in this article is not
recommended for Domain Controllers.

If you must move your Domain Controller to new hardware I recommend calling
in and opening a support ticket with the Microsoft Windows Setup group so
they can tell you the best method of doing this.
