RPC over HTTP - Global Catalogs / Domain Controllers

I am trying to implement RPC over HTTP.

I have one Exchange 2003 Standard Server running on
Windows 2003 Standard.

It is not a domain controller.

I have another Windows 2003 Standard Server that is a
domain controller as well as a GC.

However it exits in a domain that has 2 other Windows
2000 Domain Controllers.

Do all Domain Controllers and/or GCs need to be Windows
2003 for RPC over HTTP to work?
