I found another customer who got the same error, here is what fixed it for
them
"The following hotfix can cause this issue: Q299444 - Post-Windows NT 4.0
Service Pack 6a Security Rollup
Package (SRP) (Q299444)
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q299444&SD=MSKB&
This can be download specifically via the above article or via
http://WINDOWSUPDATE.MICROSOFT.COM
Resolution:
Check Add/Remove Programs for this hotfix.
If it exists, uninstall it, then install OWA, then reinstall it (via the Q
article or WindowsUpdate)."
I would also make sure the "Remote Registry Service" is started.
Make sure that your AV is disabled
Also make sure that you have applied the SP's in this order
Install NT4
Then the NT4 Option Pack
Then NT4 Service Pack 6a and updates
Then install the OWA 5.5 components
Then install OWA 5.5 service pack4
I have seen issues where people install the NT4 SP then the Option Pack and
then OWA.. this will cause issues as the Option Pack has older files than
the NT4 Service Pack.
If you have done this simply reaply the Windows NT sp6a and then OWA..
