Yes, you need to run the Windows preps for the 2000 to 2003 Windows domain
upgrade and the Exchange preps for the 2000 to 2003 exchange upgrade. The
order is not important but you have to ensure you run the prep before each
part of the upgrade, e.g. before starting the domain upgrade run the Windows
prep's and before starting Exchange upgrade run the Exchange prep.
