Michelle, here is a wonderful answer to a similar question that I found on
another newsgroup.

"Make sure that your external DNS server has a resource record for your mail
server, and that it has an MX record that points to your mail server record.
After that, and about two days of internet propogation, your Exchange server
should start receiving the messages.

"Check your recipient policies to make sure that your email domains are
configured (@yourcompany.com). Exchange will deliver the mail to its
mailboxes based on which domains are configured in the recipient policies.

"Exchange 2003 should automatically deliver mail externally. Be sure that
the Exchange server can contact a DNS server so that it can resolve the
receiving domains--to MX records--to IP addresses.

The T-1 will make a difference if it changes your DNS server.  Otherwise it
should just affect the speed of your internet connection.
Be sure you have gone through all the setup wizards for Exchange and
Internet connection Wizard
