At this time, please let me know how you check the GAL and Offline Gal. Whether the user can be located if you user OWA or have Outlook works in Online Mode.

If the user can be located in OWA or when Outlook works in Online Mode, we need to focus on OAB generation or distribution.
If the user still cannot be located in OWA or when Outlook works on Online Mode, we need to check the GAL update issue.

I checked the GAL via System Mgr, Recipients, all Global Address List, then right click Default Global Address List, properties, Preview.

In non-cached mode [outlook 2007], (unchecked the box [use cached Exchange Mode] on the Change E-mail Settings page, exited outlook via file exit). Then, I did a send/receive "download off line address book" full details with the download changes since last send/receive unchecked, the user still cannot be located.

User can log into OWA to view mail.

I do not know if this may effect the situation; the user was moved from one folder in AD to another folder, From Inactive Accounts Folder to Users Folder.
