Hi Customer,

Thanks for your update. Based on my knowledge and further test, your
requirement can be implemented by the steps below.

In order to clarify the situation, I suppose two users with mailboxes:
User1 and User2. Let's follow steps below to allow User2 to view items of
User1 mailbox and to send mail on behalf of User1.

1. Create two mail-enabled users: User1 and User2.
2. In Active Directory Users and Computers (ADUC), right click User1, click
Properties.
3. In Exchange Advanced tab, click Mailbox Rights button, add User2, add
assign Allow Full Mailbox Access permission.
4. Click Ok to save the setting.
5. Then pen IE, and input \\SERVER\Exchange\User1
6. Input User2 account name and password, then you can see the mailbox
content in OWA, and you can also send mail on behalf of User1.
