You would get to select a store if
A, You have the Exchange Service Manager installed (Extra Addins for the
ADUC snapin
B, You are creating the mailbox on an Exchange 2000 + server. In Exchange
5.5 you don't have storage groups.

Exchange 2000 or 2003 in your site and then Exchange System Manager
installed (Updates the MMC for ADUC for Exchange)

You need to look at your permissions through Exchange System manager. I'm
not 100% of the default values.
