Exchange 5.5 Public Calendar Folder

Since OWA for Exchange 5.5 does not support public access to Calendar-type public folders, I'm looking for a simple, mixed Outlook 97/2000/XP/2003/web solution that uses a calendar-based Exchange public folder as the repository.

Users that can access the Exchange Server through Outlook (whichever version) would work with the public folder in the usual manner, but those that don't have access to the Exchange server would have to view/change the entires via the web.

It's for booking a conference room, but it can't be created as a resource since not all users have access to the Exchange server, some don't even use a Windows OS. Also, the only machine available 24/7 is the Exchange Server (on NT4) and that does not, nor will it ever, have Outlook installed.

Is there anything like this available, apart from Exchange 2000/2003, that maybe uses CDO or something similiar?
