Calendar Invitation shows netbios name instead of FQDN

I am having a situation where the exchange server sends an OWA invite to a meeting with a link to a netbios name and i need it to send it using the FQDN
Microsoft Outlook Web Access: http://SERVER/Exchange/user/Inbox/Updated%3A%20Interview.EML?cmd=open
how do i change the exchange server to send the request as a FQDN?
