UPDATE---
Our team spoke with Microsoft yesterday and they had us rebuild the RUS and then update it. We then ran diagnostics on the Exchange Server and within about 15 mins we went back to Active Directory and the user accounts were updated with the Exchange attributes.

Our netowork is on the smaller side.We only have one back end exchange server set up in a cluster and one front end server set up for OWA/OMA/ & blackberry services. Locally we have 2 Domain Controllers, They synch over the wan to 6 other locations with their own Domain Controllers. We have less then 300 Users on our Network in Total and bewteen 30-40 Servers in total across our Whole network. Replication between th Dc's seems to complete between every 20-25 min. However As previously stated it takes forever for the email account to be created.

I will try again I believe we did try this to no avail, thoughts? Also based on what I have stated in this reply can anyone fathom a guesstimate on how long it should take with forcing the RUs for email creation to happen?
