owa issues

I have IIS 3.0 installed on a stand alone NT4.0 server,
acting as a web server.
I also have SBS 4.5 on another server with Exchange 4.5
running.
I installed OWA on the IIs machine and configured it, I
believe.

When i attempt to log in using my browser, I can open
anyone's mailbox. after entering the username and
clicking the login link in the initial OWA browser page,
another dialog box opens asking for username and
password. My problem is that THE ONLY way I can open
anyone's mailbox is if I log in as administrator for the
domain.

Anyone have any ideas?
