In an environment with one Exchange 2000 server the MTA is not being used
unless you have one of the following connectors installed (X.400, Connector
for Lotus Notes, Connector for Novell GroupWise or a 3rd party connector
like a fax connector). If you had no such connector then it's strange that
your MTA would be causing problems. If your users can't receive any mail I
don't think it's because of your MTA even the MTA may be having problems.
Exchange 2000 use SMTP as it's native transport and does not use the MTA
accept for the connectors noted above or to connect to Exchange 5.5.

The first step is to test message flow within the Exchange environment. As a
test stop the MTA and see if the Exchange 2000 users can send mail to each
other and to themselves. Then as a second test send a message to an Exchange
user via telnet (see the article below). If those test work then there
appears to be no problem with the Exchange 2000 SMTP component.

To trouble shoot the MTA, start the MTA service and then check the
Application log in Event Viewer and check for any MTA errors, if you find
any then search Microsoft's Knowledge Base (http://support.microsoft.com).
You can also check the MTA database for any corruption by running the
MTACHECK utility (see the article below).

If you have a anti virus program that scans the hard drive, make sure ALL
the Exchange directories are excluded along with the
%SystemRoot%\System32\Inetsrv folder (see the article below)
