Anyone else having problems with the Office XP SP3 Update?

Usually if there's a problem (as with SP1 or SP2), I get
some error message, "can't find file such-and-such", or
an error number. With SP3, I just get "Installation
Unsuccessful" and no details. I wonder if the update
link is broken, because when I click "More information"
for the SP3 update details, I get a webpage saying "The
download you requested is unavailable..." Also SP3 is
not available as a full-file/administrative update.

Is anyone else having problems with SP3 or is it just me?
