How to set up development environment for Exchange Server

Hello.
I need to do some Exchange 2003 programming. The top two things are
1) Run some code when mail arrives in a folder (event sinks)
2) Access email items in a folder and process them. These are emails
that were bounced back because of invalid addresses.
I've been through the SDK and can't believe that the only development
technology that will permit me to access the Exchange server from my
development machine is CDOEXM.
It doesn't appear that CDOEXM will enable me to perform #2 (above), but
CDOEX will. But CDOEX can't be used from my machine to access the folder on
the Exchange Server.
To develop event handlers (#1 above) it seems to me that I can use CDOEXM,
which is not a problem because I installed the development tools on my
development machine, but who knows at this point?
So how do I go about developing applications for Exchange Server, install it
on my machine? But if I do I don't get the actual folders that I need.
I'm really confused and any advice is greatly appreciated.
