Mass update calendar permissions and appointment details

Our organization is putting in place a company-wide policy
of making all Exchange calendars readable to all other
users (except private appointments, of course.) This
creates two needs:
1. Is there any way to mass update all calendar
permissions?
2. We would like to mark all PAST appointments as private
to hide information added before this policy goes in
place. (That is, users may not have been aware of
the "private" option when they added their, say, parole
hearing last month.) Any way to do this type of mass
update on appointments?
If there is a way to do this though the Exchange admin
tools, perfect. If it can be only done programmatically,
that's fine too. I have a good deal of programming
experience in general, just none whatsoever in Exchange
technologies like CDO, etc.
