SQL to Exchange Store development

I have been asked to develop a solution that will take members out of
an SQL table and add them as contacts in the company's Exchange store.
 I have investigated doing this with both ADSI/LDAP and WebDAV - the
app must work remotely so ExOLEDB and CDOEX aren't really options.
I've noticed that there is little in the way of information on the web
regarding how to approach this situation and was hoping to draw on
your collective experience. Are there any reasons to use ADSI over
WebDAV, or vice-versa? Are there any resources available that discuss
this kind of situation? I am planning on building this using C#.NET
so all relavant information is appreciated.
