You don't need to set the exclusion policy if you have the filter set on the
retention policy correctly. Only one mailbox policy can be applied per
mailbox. If you filter the retention policy to only apply to user accounts
you so designate then you won't need to apply the exclusion policy at all as
they won't have .
One option would be to apply the retention policy to everyone and reset the
filter on the exclustion policy to exclude those users you don't want
effected (IE: by OU or some other field in AD you can query on)
