Error 554 5.7.1

I have been trying for a long time to figure this out. Maybe it's something
simple and right under my nose but I can't find it. I am running Exch2k7 sp1
with latest rollups on W2K3 sp2. I have an edge server, two HuB/CAS servers
in an NLB and two mailbox servers.

Every once in awhile a certain domain tries to send to us and gets rejected
with the following message:

"Your message did not reach some or all of the intended recipients.
Subject: Insert Subject here
Sent: Date here
The following recipient(s) cannot be reached:
users@xxxxxxxxxxxxx on Date here
You do not have permission to send to this recipient. For
assistance, contact your system administrator.
<mail.theirdomain.com #5.7.1 smtp;554 5.7.1 The file <no
filename> has been blocked. File quarantined as: >"

I know that we don't have any restrictions on our recipients and the same
sender is able to resend the same message without any trouble. It just seems
that every once in awhile, they get this bounce. It doesn't state what file
but the sending user states that they aren't even including attachments. I
have also verified that it's not related to their signatures. I have checked
our SMTP logs and Agent logs and can't find any evidence of us blocking them.
I spoke to the exchange admin on the other end (they run e2k3 sp2) and they
can't find anything either. Looked around on the web and can't find anything
like this. Does anybody have any idea what else I can try?
