We run a SBS 2003 server. I have looked in Exchange's Message
Tracking Center but all I see is that the messages get queued for
delivery then a Non-Delivered Report.
How can I find where this is failing or details about the NDR?

What NDR do you receive when you send them a message?
Are you having problems delivering to anyone else?
You can enable SMTP logging & look at the logs to see the conversation -
