First I want to explain that I think this problem may be a little complex
and our troubleshooting maybe time-consuming. So if you would like to call
CSS for assistance, I would be appreciate and think it is a more effective

From the error message of your screenshot: Exchange System Manager version
8.0.30535.0 or greater is required to edit this object. See About dialog
for version information, I suggest you try the following steps:

Using ADSIEdit.msc, extend to

Configuration-->
Services-->
Microsoft Exchange-->
"Org Name"-->
Recipient Policies-->

Pull up the properties of the Policy objects And clear out any entries in
the following Attributes:
msExchQueryFilter
msExchPurportedSearchUI
msExchVersion
msExchMinAdminVersion

If we cannot resolve the issue after we perform the above steps, please
help me collect some information for further investigation:

After enabling Message Tracking Center, please reproduce the issue. Please
wait for a while and perform the following steps to track the message:

Track the message:
-------------------------------
a. Open Exchange System Manager.
b. Click Tools-> Message Tracking Center.
c. In the right pane, click Sender, enter the name/alias of the user, click
Check Names, and click OK.
d. Click Server, enter the FQDN of the Exchange server, click Check Names
and click OK.
e. Set the time correctly.
f. Click Find Now.
g. In the bottom pane, the e-mail just sent appears.
h. Click it and the Message History window will pop up.
i. Take a screenshot of the Message History.

a. Leave the Message History on the screen and press the Print Screen key
(PrtScn) on the keyboard.
b. Click "Start", click "Run", type "mspaint" (without quotation marks),
and click "OK".
c. In the Paint program, click the "Edit" menu, click "Paste", click the
"File" menu, and click "Save".
d. The "Save As" dialogue box will appear. Type a file name in the "File
name:" box, for example: "screenshot".
e. Make sure "JPEG (*.JPG;*.JPEG;*.JPE;*.JFIF)" is selected in the "Save as
type" box, and then click "Save".
