Mobile user calendars no longer synchronize

Background:
I run two Exchange 2003 servers, 1 BE with 200 mailboxes and 1 FE configured
for OWA and OMA/ActiveSync using SSL. Each Exchange server runs on Win2003
SP1 atop dedicated machines with plenty of resources.

There are about 30 regular remote users, approx. 25 use OWA and 5 use
OMA/ActiveSync on Smartphones/PDAs. The mobile devices are diverse and from
different carriers: Palm TREO 650, two Motorola Moto Qs, Samsung i710 running
Windows Mobile 5.0, and a Sanyo device also running Mobile 5.0.

We completed our migration from 5.5 to 2003 last February and both machines
have been running well since then. OWA users have experienced nearly
flawless service. OMA/ActiveSync users also have had an excellent experience
with e-mail, calendar, contacts and tasks.

The filewall through which all Internet traffic flows is an ASA5000 series
running an 8.0 image.

My problem:
About 6 weeks ago, the five mobile users noticed they no longer receive new
calendar items. E-mail continues to flow uninterrupted but no new calendar
items.

There are no Event Viewer errors on the FE server and the only error that
might be related on the BE server is an occasional EXCDO EventID 8263 for one
of the OWA (i.e. non-mobile users):

"The recurring appointment expansion in mailbox <username omitted > has
taken too long. Some recurring appointment instances may not be visible at
this time. To ensure that the calendar view is correct, please refresh the
calendar view in Microsoft Outlook Web Access."

or Event ID 8264 for another unrelated user:


"The recurring appointment expansion in mailbox <username omitted> has
taken too long. The free/busy information for this calendar may be
inaccurate. This may be the result of many very old recurring appointments.
To correct this, please remove them or change their start date to a more
recent date. "


One administrative assistant happens to be the delegate for 4 of the 5
mobile users; this has also been true since last February.

One strange anomaly:
Although the five users can create, view and delete appointments using their
Outlook2003 desktop clients (but not see them on their handhelds) they are
able to create appointments directly on their PDA/smartphones, then
successfully synchronize these to the server and view, edit and delete the
meetings on their OL2003 client. The next time they synchronize, all
changes, including deletions, are correctly reflected on the handheld device.
In other words, appointments that originate on the handheld are synchronized
back to Exchange whereas appointments originating in Outlook/Exchange are not
synchronized to the handheld.

Does anyone have any idea what may be causing this? I'm at a loss for an
answer. Information about the inner workings of OMA or Activesync also seems
to be scarce. Any suggestions or references to articles you might have will
be most welcome.
