Yes, if that is what they require. I cannot believe they would tell you to setup a Smarthost to their SMTP servers but give you no direction or instructions for doing so. This is not an Exchange issue but an issue with your Third Party provider.

The third party is most likely going to need you to Authenticate to them
before they will allow you to relay off their servers, you will need to call
them to confirm. If so, go under the Delivery Tab of your SMTP VS go to
Outbound Security to input the proper credentials. Smarthosting off your
ISP or third party vendor is not uncommon, in fact, its almost getting to be
a requirement.
