The third party is most likely going to need you to Authenticate to them before they will allow you to relay off their servers, you will need to call them to confirm. If so, go under the Delivery Tab of your SMTP VS go to Outbound Security to input the proper credentials. Smarthosting off your ISP or third party vendor is not uncommon, in fact, its almost getting to be a requirement.

No. what happened was I called the people that we were having trouble with
(the people that are sending the NDRs) and they told me that the IP address
we were using was directed to our domain, but our domain name was being
directed to our third party domain name (a rDNS problem). When I told our
third party vendor about it, they said set up smart hosting and that was it.

I had to figure this out on my own (I don't remember this being covered in
the Exchange Server course I took).
