You'll find the settings in Exchange System Manager under
Servers/<servername>/Protocols/HTTP/Exchange Virtual Server . Right-click
the Virtual Directory named Exchange and select properties.

I am running Exch 2003 and am trying to login to OWA from my mobile

I'd suggest checking which authentication schemes are configured in
Exchange
System Manager. Make sure that the Exchange Virtual Directory has both
Integrated and Basic Auth enabled. And that the Exchweb VDir has
anonymous
access enabled.
