I am a little confused...why would you go back to the original exoledb.dll without knowing really why? I do not have the information described by Bartgoffin and was wondering if you could repost it.
I would like to follow-up with why it was recommended.

I ran into the same problem today as described by Bartgoffin. After
installing KB911829 on a W2K3 SP1 server standard with Exchange 2003 SP2
Enterprise OWA did not work anymore.
I was lucky to stumble over your post and replaced the exoledb.dll file in
C:\Program FilesExchsrvr\bin as you suggested.
This did the trick and OWA woks fine again :-)

research on your issue.
Your IE7 on vista unable to access OWA, this behavior occurs because
Windows Vista or IE 7.0 no longer includes support for the ActiveX control
that is used for HTML editing in OWA.
The resolution for this issue is to install hotfix KB 911829. Since you had
already installed this hotfix, but the problem persists, I suggest you
download this hotfix from Microsoft web site, and then install it again.

If the problem persists, I suggest we try the following method:
Please find the exoledb.dll file in exchange sp2 packet, and use it
overwrite the same dll file in your exchange system. Reboot the server and
test this issue.
Note: the exoledb.dll file in C:\Program FilesExchsrvr\bin
