OK, I am still having the problem even with the Windows XP SP2
firewall turned off. (I did this only on my machine) I also checked
the sync issues folders and they are all empty. I really appreciate
all of your suggestions - can you think of anything else I can check?
Thank you!

Unfortunately, I really can't, sorry. Send/Receive doesn't really do much
when you aren't using an Internet mail account.

If you can train your users to chill out and wait for mail to come in rather
than pressing Send/Receive repeatedly as though it were an elevator button,
it may mean this isn't a problem at all. As the old punchline goes, "So the
doctor says, 'don't do that!' "

I normally do not do a manual send and receive, but I have several
end users who get impatient and use it when they are expecting an
email.

Well, that shouldn't hurt, but it's not necessary. The firewall
thing I mentioned is important - if you're using the Windows XP SP2
firewall, make a program exception for outlook.exe (ideally via
group policy).

I don't think this is a cached mode issue as it just started
recently and it affects every Outlook client in the organization.

Are they all using cached mode?

As I said in
my first post, there were no configuration changes made to either
the server or the clients. Also, using manual send and receive
worked perfectly until Friday morning.

Did you check the Sync Issues folder as I suggested?

I am having a problem with all of my Outlook 2003 clients
connecting to my Exchange 2003 server running on a Windows 2003
Server Standard box. The problem started this morning. The client
send and receive on their own as scheduled just fine. Outlook
hangs when you manually click send/receive, and it always
completes the send step successfully and hangs on the receive.
Nothing in any config has changed, no new service packs or
patches have been applied to the server or clients. I have
stopped and re-started the SMTP service, re-booted the
server....the clients still hang. OWA works fine, no issues at
all there. I have an Exchange monitoring program and everything
looks in spec there, no strange exchange event log entries,
either. Any ideas/help/suggestions would be greatly appreciated.
Thanks.

Why would you be doing a manual send/receive anyway? I'm just
wondering. What services do you have in this profile? If you're
just connecting to the Exchange server, with or without Cached Mode
enabled, it shouldn't be necessary .... although you ought to
ensure that you don't have a client-side firewall blocking the UDP
packets Exchange is sending to the workstation to notify Outlook
of new items.

You might check the sync issues folders in these clients to look
for clues, if they're using cached mode.
