It is 2003 SP2. I've found that if I disable the default virtual SMTP
connection and create another with identical settings, it works fine.
Its just the default SMTP connection that won't accept connections.
OK...but how did you set up this server, as I asked? You need to be very
careful with SBS, and run its wizards. Don't try to bypass them or you will
run into many problems.
The SBS 2003 group is microsoft.public.windows.server.sbs, for future
reference...

A stand alone SBS server died a little while back. I set up a
temporary server and created each account from scratch importing
messages from local backups on the workstations. I got the new
server, moved the mailboxes over and tried to decommission the
temporary server and ran into a problem. The SMTP service on the
new server doesn't really answer. If I telnet in, I just get a
"Press any key to continue" message and then disconnected. SMTP
still works on the temporary server. What went wrong? Any
suggestions out there?
What version of Exchange? Is the new server running SBS? If so, how
did you set it up....if you ran all the setup wizards it should be
running fine.
