Thank you for posting.
I am afraid that we can not add an additional URL in Outlook. If you want
to access the second HTTP proxy, I suggest you create a new profile. The
original profile is set to the server in the U.S. and the second one is set
to the server in Europe. If the U.S. server is not available, clients can
switch the profile manually.
