Wasn't your vpn down when internet went down?
Once the internet (and hence the vpn link) came up, mail should've been
delivered over the RGC.
Is internal mail from senders in this RG being routed to the remote RG ok?

In our company we have a single domain spread across 2 sites with an
exchange 2003 server in each site. On each exchange server I have
configured a smtp connector for address space * and it routes all mail out
via our isp's smarthost. The 2 sites are connected via a site 2 site vpn
link also. Which is why I configured 2 routing groups and routing group
connectors to link the 2 sites.

What I expected to happen was that email would normally be delivered via
the smtp connectors and in the event that the internet went down at one of
the sites the mail would be delivered to the other site and then sent
across the site 2 site vpn link using the routing group connector. Well,
yesterday the internet did go down at one of the sites and the email was
delivered to the 2nd site but was just queued up in the route group
connector queue and wasnt being delivered across the vpn link. It looks
like the routing group connector was still trying to deliver the mail
using the internet and obviously couldnt.

What I am consfused about is where to start troubleshooting this delivery
problem and what to look for so any suggestion would be appreciated.
