RG Connector stuck

I have two Exchange 2003 servers, Oxford and Birmingham on W2K3 servers.
AD is native 2000.

Both in separate admin and routing groups.

Set up a routing group connector between the two.

All working fine until I move Birmingham to another location and different subnet.

Now email is going fine between Oxford and Birmingham, but not between Birmingham and Oxford. It is sitting in the routing group connector queue.

I've turned up MSExchangeTransport logging, and I get this error:
