Stuck Messages in Queue

I have Exchange Server 2003. I am having problems with sending messages to a
particular domain. Whenever a anyone sends a message to someone in this
domain, the message sits in the "Internet Mail SMTP Connector (EMAIL) -
<domain>.com (SMTP Connector)" queue. The queue displays that it is in the
ACTIVE state but message won't go out. Eventually the user will get a
"message delayed" error. I’ve tried to Force a connection – doesn’t help.
Messages inside the queue just say “queued”.

If stop/start the Default SMTP Virtual Server, the messages go out. But I
have to do this every time a message gets in the queue.

I'm not sure if it is a problem on my end or theirs, but I can tell you if I
send a message to that domain from my personal @yahoo webmail account, it
works fine every time.

I don't understand why I'm only having problems with this one domain.
