Cannot Authenticate with POP3 (Except for administrator)

Hi,
I have an exchange 2003 server in a domain with POP3 for remote users with
slow connections.
They can telnet the server at Port 25 and 110, but they cannot authenticate
either through telnet or with the Outlook 2003 client.
They always get an invalid user or password message.
With the administrator account I can log on using:
user: domain\administrator and it's pass. Any other user, even with
administrator membership can't...
PS...For now this problem occurs when I try to connect from within the
company with pop3 or from outside, trhough the NAT... But with the
administrator account I have no Problems from anywhere.
Any ideias?
