This could definately me a issue with a router or firewall if you can
receive but not send.
You may not have a Host file for localhost configured so in that case this
behavior would be normal.
But if you have a host file for local host in place you should be able to
telnet to it.
Has anything changed on the IMS?
Cab you provide some information on the path outbound mail takes to the
internet from your server? (routers, firewalls, etc..?)
