Message sits in Outbox for 30 seconds unless refreshed

Hello Everyone,
I have several client machines running various combinations of XP SP1
and SP2 with Outlook 2000 and XP where when a message is sent, it sits
in the outbox folder for 30 seconds unless someone clicks the folder
thereby refreshing it. We are running Exchange 2000 SP3. We recently
upgraded from Exchange 5.5. These users (who still have the same OS
and SP as when we were running 5.5) say that they did not have the
problem before the migration. I have ran tests using iperf to stream
UDP packets and do not see any abnormal activity to suggest that any
kind of UDP filtering is taking place. We have also tried using
different ports on the switch that this server is connected to. Our
next course of action is to try a new network card.
One other thing is that users of outlook XP are receiving a dialog box
several times throughout the day stating that the app is "requesting
data from the server" or some such.
Anyone have any suggestions?
