Undeliverable email

Hi,
We have an office where we use SBS 2003 w/exchange and Outlook 2003 for our
email. I am trying to set up delegation of mailboxes for people. I have a
problem.
Problem:
Both boxes are Windows XP Pro SP2 w/Outlook 2003. Person A is the person
whose mailbox I am delegating, Person B is the person who needs to send
emails on behalf of Person A. Whenever I send an email from Person B on
behalf of Person A, I get the message "You do not have permission to send to
this recipient."
It does not matter who I send the email to, I get the same error.
I have followed these steps so far:
Person A’s Machine
•Went into Tool>Options>Delegate Tab and ensured that Person B is in the
delegates area as Editor.
•Shared Person A’s Mailbox and set Person B up as an Editor.
Person B’s Machine
•Setup Person A's mailbox in the Exchange Mailbox Settings of Person B
•Created a new email on Person B’s machine and put Person A's name in the
From: Area.
As far as I can tell, I have done everything I needed to. If anyone knows
of something I missed or has other suggestions, please let me know.
