SMTP Bandwidth Throttling

All,

I have an Exchange 2003 server tied to a slow internet
connection, specifically 384kb upstream.

Has anyone heard of a way to control the amount of
bandwidth that the SMTP connector will use.

Unless i am not understanding the settings in the Virtual
SMTP server, all of the available settings control the
number of sessions or the number of messages per session.

I want to control the amount of actual bandwith the
connector will take. Like up to but not exceed 200kb of a
348kb pipe.

Any Ideas?
