Can't send or receive mail from one domain

Dear,
I am getting this error message when i am sending mail to our branch :
Event id 3011: An attempt to connect to the host xx.xx.xx was refused
event id : 3010 : An attempt to connect to the host domain.com failled
Iam using windows nt4.0 / exchange server 5.5
In the order side when there trying to send us a mail there are receiving
the error message : event id 4006.
There using windows 2003 / exchange server 2003
Before it was working but since 2 weeks , it stopped
Please help.
