I had a problem similar to this once, and it had to do with the TCP/IP stack
not having all the proper settings in the registry.
The fix was to either uninstall TCP/IP and reinstall it, or add in the
appropriate registry settings.
Here is the exported reg settings from a functional computer. You could have
a look to see if yours exist. This is from a Windows 2000 computer, but I
imagine XP is probably the same. Just checked, they are the same.
