I would be curious to see if the traffic is making it back to the Exchange
Server, a Network Monitor trace would be helpful. As Exchange 2000\2003 both
use SMTP as native transport (for internal mail as well as external), and
you've indicated that internal mail is not impacted, I'm betting that
something is preventing the mail from making it to the server.
